For a registered investment advisor, what's the difference between a regulatory dispute and a customer dispute?

A regulatory dispute would be a dispute between the adviser and the regulatory authority - such as over advertising rules or record-keeping, to name a few possibilities.

A customer dispute would be a dispute between the adviser and the customer - perhaps with regard to appropriateness of a fee or regarding accuracy of a recommendation, for example.
