Mother deceased while I'm overseas. What should/can do?

Hi, my mother passed away two weeks ago and I’m her only child, she was divorced. I’m overseas working and will be able to make it back to the USA on january, what happens to my mother’s bank account and car title? I mean, how long before the state takes it? She has a twin brother in whom I trust, can I give him power of attorney (documents notirized in US Embassy) so he can withdraw the money and close the accounts as well as selling my mother’s car? She was young, which menas she wasn’t retired, what happens to her social security retirement fund? What about IRS regarding the year of death? So many questions regarding the financial part, I'm really lost.
