What are the tax consequences of rolling over $20,000 in "Post Tax" contribution dollars from a 401k regular employer's 401k into a Roth IRA?

The pretax funds in the 401k amount to $140,000 which I intend to rollover into a traditional IRA. I am retired and I am 64 years of age.

Bob, there are several factors that can come into play with regards to "after tax" contributions. My first suggestion would be to contact your plan administrator to retrieve your plan document. The plan document should dictate how this after tax contribution has to be treated. Additionally, you might consider consulting with a Tax Advisor for further assistance prior to requesting your withdrawal.
